Legislative Concerns

New legislation has been introduced in the 1997-98 Session. As a result of the Class Size Reduction Program the Legislature has reacted with the following list of bills to address the increased demand for facility funding.

The following list of bills relate school facility construction and portable classrooms:

AB 40 (Mazzoni) as introduced December 2, 1996, would place on an unspecified general election ballot a $5 billion statewide bond measure. $4 billion would be designated K-12, the balance higher education. of the K-12 portion, up to $1 billion would be for Class Size Reduction, up to $200 million would be for Educational Technology infrastructure improvements, up to $800 million would be for CSR-related modernization, portable classrooms, or site and building improvements. Up to $25 million would be reserved for joint use projects.

AB 64 (Murray) as introduced December 4, 1996, would place before the voters two $1 billion bond measures. The first would appear on the June 2, 1998, and the second on the June 6, 2000, statewide ballots.

AB 89 (Pringle) as introduced December 30, 1996, would transfer the remaining balance of Class Size Reduction operational funding authorized in 1996 to the Superintendent of Public Instruction for facilities funding purposes.

SB 12 (O'Connell) as introduced December 2, 1996, would place on the November 3, 1998, ballot a $4 billion statewide bond measure. $3 billion would be designated for K-12, the balance higher education. The program allocation of this bond money is not specified.

SB 15 (Greene) as introduced December 2, 1996, would place on the June 3, 1997, ballot a $3 billion statewide bond measure for K-12 school facility purposes. Up to $1 billion would be for Class Size Reduction, up to $200 million would be for Educational Technology infrastructure improvements, up to $800 million would be for CSR-related modernization, portable classrooms, or site and building improvements. Up to $50 million would be reserved for joint use projects and $100 million for seismic retrofit.

SB 50 (O'Connell) as introduced December 2, 1996, would expand to fourth grade the existing Class Size Reduction Program, for a total of five grade levels. Grades K-3 would be accommodated first. Per-pupil funding under Options One and Two, as defined in current law, would be increased to $750 and $375, respectively. A third option (one teacher and one instructional aide per 30 students) would be added, funded at $375 per pupil.

SB 66 (Greene, Sher) as corrected December 19, 1996, would shift the balance of operational funding from the 1996 Class Size Reduction Program to CSR facilities purposes.
